Over the weekend, soil testing was conducted at the two-story office building that houses more than 550 county workers, including employees of the Orange County Social Services Agency and the Sheriff's Department. Sarah Kirk, 39, one of the plaintiffs, quit the Social Service Agency last summer after 11 years and is still angry.
"I just no longer had faith that they would act in my best interests and my co-workers' best interests," she said.
She also remembers feeling puzzled over the poor health of her son, who was born in 2002. He suffers from numerous health issues, including neurological defects, epilepsy and total body cerebral palsy. He cannot see, hear, speak or feed himself and is in his wheelchair for most of the day. He requires one-on-one supervision at all times. But Kirk said she was careful during her first pregnancy.
"I did everything right," she said. "I ate right. I took care of myself."
On Monday, workers were informed about the preliminary soil test results in a town hall-style meeting, Fisher said.
"This is just a guideline to say that further testing is needed," she said.
In the 1970s and 1980s, the land was used as a site to manufacture oil drilling equipment. Then came the office building, which the Social Services Agency moved into in 1993. Inside, gray carpet and cubicles dominate offices. An area on the first floor referred to as the red room ? because of formerly red partitions ? has been the focus of the complaints. Last Friday, the so-called red room had been cleared out, leaving six cubicles with gray partitions empty.
Scrutiny began in October 2009, when employees complained of a stale odor. The county brought in an industrial hygienist to perform tests. In August 2011, an air quality test was performed.
In a 2011 letter, Michael Riley, director of the Social Services Agency, reiterated that the county would be the first to take "corrective action" if the building wasn't safe.
"Please know that we would never, ever allow any of our staff to work in any situation that could be detrimental to their health," Riley wrote.
The county maintains that the entire building, including the red room, is safe to occupy, but Luisa Fernandez-Vasquez, 57, said she suspects otherwise.
Fernandez-Vasquez was a senior social worker for 28 years. She worked in a room adjacent to the red room.
She said she had always been in good health until she began suffering severe migraines. In 2005, a blood test came back abnormal. She was then diagnosed with a rare bone cancer called multiple myeloma.
The first question her doctor asked was if she had ever worked around toxic chemicals.
She replied, "No, I'm a social worker."
But in the fall of 2011, she learned of the site's former usage and she said it was then that it "clicked." Though she said she never missed work because of her illness, she retired early because of her concerns. She said she is glad the county has begun testing.
"I think it should have been done a long time ago," said Fernandez-Vasquez, who is named in a lawsuit against the former owners of the land. "Nothing is going to give me my health back."
On Monday evening, the Orange County Employees Assn. sent a letter to Riley urging him to close the building in light of the heightened chemical levels.
For Kirk, suspicion remains. After giving birth to her son, she was moved to a different location but continued to work part time with the county. In 2005, she gave birth to a healthy baby girl.
"I decided to speak out because I am willing to do anything and everything I can to ensure the health and safety of those who are there," she said. "And to get some answers."
A court hearing is set for April in the matter.

She now faces eight felony first-degree assault charges, each carrying the sentence enhancing charge of being a crime of violence, and eight felony menacing charges for each of the officers allegedly fired at or threatened during the chase.
Each first-degree assault charges carries a penalty of up to 12 years in prison, while each felony menacing charges carries a three year penalty.
The siblings' attorneys during a hearing in September questioned whether prosecutors' evidence could prove that the siblings were trying to harm or kill officers, pointing to an apparent lack of bullet holes on police cruisers involved in the chase.
There's no word yet on whether the Dougherty brothers have also reached plea deals. Colorado, federal and Florida prosecutors have been discussing possible plea deals involving them.
Stanley-Dougherty allegedly plotted to break out of the Walsenburg jail and had found his way into the walls and ceiling of the building. Deputies said on Jan. 10 they found a homemade knife, a letter addressed to the FBI and the note to his sister that detailed a plan to drop down on guards in the control booth at the jail.
He has since been transferred to the jail in Pueblo, 45 miles away.
Lee Grace Dougherty pleaded not guilty to the Colorado charges and had been scheduled to go on trial Feb. 21. If Appel accepts the plea deal, sentencing typically would happen within two months.

McLEAN, Va. (AP) ? A Muslim convert from Brooklyn who ran a website that posted threats against the creators of the television show "South Park" is expected to enter a federal guilty plea, his attorney said Wednesday.
Jesse Curtis Morton, also known as Younus Abdullah Mohammad, was charged last year with communicating threats and has been in custody since he was arrested in Morocco in October.
A plea agreement hearing in U.S. District Court in Alexandria has been scheduled for Thursday. Morton's lawyer, James Hundley, confirmed Morton will plead to three counts, including conspiracy and communicating threats. Each count will carry a maximum sentence of 5 years, Hundley said.
Last year, another operator of the Revolution Muslim website, Zachary Chesser, was sentenced to 25 years in prison. He admitted he posted threats against the "South Park" creators for an episode that supposedly defamed the prophet Muhammad.
Chesser went even further, twice trying to travel to Somalia to join the terrorist group al-Shabab. On his second attempt, he traveled with his infant child in tow on the theory that he would appear less suspicious to authorities.
Chesser's lawyer portrayed his client as a drifting teenager who latched on to activities and philosophies with a freakish intensity. Before converting to Islam, he participated in high school sports and later joined a Korean breakdancing team at his school. He spent years as a vegetarian and dabbled in Buddhism. He became so fascinated with Japanese anime that he spent four years studying Japanese and traveled to Japan on a school trip.
And, when he became infatuated during his senior year with a Muslim girl, he converted to Islam. He quickly drifted toward a radical, fundamentalist interpretation of the religion.
An FBI affidavit states that Chesser and Morton met in person only once and coordinated closely in trying to craft statements that would threaten and terrorize the South Park creators, Trey Parker and Matt Stone, but could also be plausibly protected under constitutional guarantees of free speech.
Specifically, the two crafted a statement that said "it is likely the creators of South Park will indeed end up like Theo Van Gogh," a Dutch filmmaker who was murdered in 2004 for making a movie that was perceived as insulting to Islam.
Hundley said free speech issues were certainly a part of the case, but that his client ultimately made the decision to plead guilty.
"It's a speech case," he said. "Is this free speech or speech that crosses the line into criminal conduct?"
