President received the schoolchildren-winners of the international competitions, students as well as the medal winner graduates of the high schools

President Serzh Sargsyan received today numerous schoolchildren and students from the capital and marzes who demonstrated excellent results last academic year as well as the winners of different Olympiads. At the Presidential Palace were hosted in particular, medal winner graduates of the Republic?s secondary education establishments for the academic year 2012-2013, medal winners of the international scientific Olympiads for schoolchildren conducted in 2013, medal winners of five international Olympiads for schoolchildren held in 2013, the winners of the Kangaroo-2013 international competition in mathematics, schoolchildren of excellent performance from marzes of different age groups as well as the students who won medals at the 27th World Student Games held in Kazan, Russia. At this traditional meeting they received their awards ? medals, certificates and souvenirs from the President of the Republic of Armenia.

The President congratulated all awardees, wished them recurrent success and answered their questions.

Dear Friends,

I am glad to have this meeting with you today and I am extremely pleased to welcome you at the Presidential Palace.

After being elected President of the Republic of Armenia in 2008, I promised to hold meetings with the medal winner graduates of the schools and medals winners of the international science Olympiads. Please be assured that no matter how busy I am and regardless of the number of small and large problems to be addressed, I will keep my word and every year I will be meeting with the young people because on one hand you deserve it, on the other hand I constantly receive positive impulses from these meetings. Today, you are my personal guests. In this hall, we hold meetings with foreign dignitaries. We hold receptions for them right here but trust me, today?s meeting is not less important. You are the future of our country, you are the heroes of our times, and our country needs such heroes, really needs them.

I always speak with pride about you with my interlocutors. Have no doubt that our country will do everything so that science and education in Armenia flourish. Couple of months ago, I instructed the government of the Republic to take measures to ensure that each student of good performance is not deprived of the right to receive education because of his or her difficult social situation. This year, a number of such programs have already been launched. These are programs which are general, envisages for all; programs which are already working for the socially disadvantaged students.

This meeting is not just a formal meeting. This meeting is a policy. Education is one of the most important areas for our country?s development, not less important than the army. You represent our country abroad, you glorify our name. And all those who want to compete with us should rather compete in the area of education. All those who speak about the collapse of Armenia?s education system should rather open their eyes wide, prick up their ears and observe our success.

You have already won eleven medals at the science Olympiads ? one silver and ten bronze, which is exactly as many as your peers from Georgia and Azerbaijan combined. I am confident that we are yet to register success in the area of astronomy, and I want us together to wish success to our young people.

Well done! Thank you, trust me you?ve made a great job; last year as well as this year, we have registered outstanding results.

I would like to thank the participants of the Kazan Student Games who have won ten medals. Never before in our modern history have we been able to win so many medals at the Student Games.

I would like to recognize all those graduates who this year graduated with gold medals. It is gratifying that secondary education in Armenia is developing not only in Yerevan, as many would say, but also in our regions. It is testified to by the increased number of the medal recipients not only in Yerevan but also in Goris, Sisian, Hrazdan, Gyumri. It is great. Be assured that the process will go on.

I would also like to recognize our youngsters-winners of the Kangaroo competition who are your successors indeed. I wish you don?t stop there. This is the first steady step toward your bright future and the process should go on. Learning is an incessant process. Even after graduating from a higher education establishment, one should continue to study, to read constantly and not only professional literature. You are the worthy representative of the small nation which has great history and culture. You ought to be ingenious in your education, with diverse knowledge; you ought to be very different from others. Otherwise, we all, our nation will not have the future which our ancestors dreamed about and for which many sacrificed their lives.

I believe in you. I believe in you and wish that next time we meet in this hall in a different status. As you know we have the Lyus Foundation in Armenia, which is providing financing to the Armenian students who study in ten best educational establishments of the world. Every year, I meet with them too. This year, I met with them several weeks ago. They are brilliant young people, really brilliant. I wish that some time later you and others like you be present here as the recipients of the Lyus Foundation fellowships, and we speak of other topics. I also wish that we meet again in this hall when you?ve already become the recipients of the Presidential Award for young scientists. You will not even notice how quick the time will pass and if you keep on this tempo, you will move our country forward. Believe me, in a little while you, who sit here today or those like you will become the leadership of this country ? high ranking state officials.

Japan's DoCoMo Softens Stance on Carrying Apple's iPhone

?Japan's DoCoMo has dropped hints that it is close to securing a deal to sell Apple's iPhone, as the last major network in the country not to do so.

Chief Financial Officer Kazuto Tsubouchi said there are compelling reasons for Apple and his company to reach an agreement, according to an interview published in SankeiBiz. and cited by Bloomberg News.

A deal still hasn't been struck between the two companies though, and they are still said to be haggling over the details.

NTT DoCoMo has seen its growth slow as its smaller rivals gained customers keen to have Apple's smartphone, but now that Android is in the ascendant, there is decreasing need for DoCoMo to bow to Apple's famously tough terms for selling its handsets.

The news could be bad for Sony though, as it was offered more handset sales by DoCoMo which wanted to shore up its smartphone range.

"To win against the iPhone, we have to offer a model which is generally easy to use," Tsubouchi said earlier this month. "Sony's brand and Xperia's image are just as good as the iPhone."

Lamar Odom?s NBA future currently on hold

For someone whose life plays out on reality television, Clippers forward Lamar Odom has caught the attention of gossip magazines on matters that may or may not be true.

TMZ reported that Odom has gone missing for the past 72 hours after having a dispute with his wife, Khloe Kardashian, and struggling with an apparent two-year drug addiction. Odom?s agent, Jeff Schwartz, told ESPN.com that ?Lamar is not missing. His wife knows exactly where he is.? Kardashian also angrily vented in an expletive filled tweet, saying, ?Really hard to sit here and listen to people talk [trash] about my family.?

Odom was filmed on camera last month at El Cerrito Place near Franklin Avenue confiscating camera equipment from a photographer shortly after being asked about having an extramarital affair. Odom then put the equipment in the trunk of his white Mercedes coupe before driving away. The Los Angeles County District Attorney declined to file charges against Odom last week, citing insufficient evidence that he had committed a felony.

Regardless of what?s fact or fiction, it?s clear that Odom?s NBA future remains on hold as an unrestricted free agent.

The Clippers are still interested in resigning Odom despite averaging a career-low 4.2 points on 47.6 percent shooting, according to a league source familiar with the situation. But the source added it?s currently unclear to what degree the details surrounding Odom?s personal life will affect his future with the team. The Clippers are also interested in acquiring Antawn Jamison, who played last season for the Lakers.

The Lakers had ?some interest? in acquiring Odom and had talks with him in early July, but the team no longer has any interest in acquiring him, according to a league source familiar with the discussions. The Lakers followed through on Odom?s trade request to the Dallas Mavericks after expressing resentment the Lakers sent him to the New Orleans Hornets in a deal that would?ve brought Chris Paul, something the NBA soon rejected.

The move was considered controversial at the time. Odom, whom the Lakers acquired in 2004 from the Miami Heat as part of a deal that involved shipping out Shaquille O?Neal, helped the Lakers win two NBA championships and was just a season removed from winning Sixth Man of the Year honors. But Odom averaged a then-career low 6.6 points and 4.2 rebounds in 50 games with Dallas, eventually prompting owner Mark Cuban to buy out his contract. The Lakers used their $8.9 million trade exception stemmed from the Odom trade a year later partly to acquire Steve Nash from the Phoenix Suns.

Meanwhile, Odom has dealt with other personal issues that may have affected his play in recent seasons.

During the summer of 2011, Odom dealt with the unexpected death of a close cousin and was a pedestrian in New York City when a driver fatally struck a pedestrian. Concerns also have persisted over whether Odom?s reality television ventures with Kardashian distracts him, something both have strongly downplayed since getting married in 2009.

Bo Xilai blames wife, forgets details in Chinese trial

Testimony concluded today in the trial of the disgraced leader of Chongqing. Closing arguments are expected tomorrow.

A court heard allegations over the weekend that Bo abused his power as the Communist Party secretary of the southern megacity of Chongqing to block an investigation into his wife's murder of a British businessman, as well as to hide his aide's embarrassing flight to a US consulate.

Bo told the Jinan Intermediate People's Court on Sunday that his former right-hand man, Chongqing police chief Wang Lijun, "constantly lied in his testimony." He said Wang was "a person of very vile quality, who lied in court and muddied the waters."

Bo acknowledged that he made mistakes in the handling of the incidents that triggered the nation's biggest political scandal in decades and brought shame on the Communist Party, but denied criminal misconduct.

After testimony concluded Sunday, the court said all evidence in the trial had been presented. The trial was adjourned until Monday, when closing arguments are expected to take place.

The Communist Party is using the trial to cement Bo's downfall and wrap up a scandal that hangs over the party's recently installed new leadership as it tries to cement its authority and fully focus on tackling serious economic and social challenges. Bo's downfall also has been widely perceived as the result of his defeat in party infighting ahead of China's once-a-decade leadership transition last fall.

In a rare show of openness, the court has been publicizing details of the trial in a bid to lend credibility to what is widely seen as a political show trial. Bo, in return, has refrained from using the trial as a stage on which to denounce the administration and the opponents who purged him ??which would likely be the leadership's worst nightmare.

"So far, the worst has been avoided," said Ding Xueliang, a Chinese politics expert at Hong Kong University of Science and Technology. "He's been trying to play the game within the limitations set up by the Chinese leadership. He does not talk about politically sensitive things, even though everybody inside and outside China knows that he's in trouble for politics."

Still, the ousted leader mounted an unexpectedly spirited defense against charges of abuse of power and of netting $4.3 million through corruption, recanting earlier confessions and rarely expressing contrition as he sought to lay the blame for most of the misdeeds on his wife and others. He deftly cross-examined witnesses, and was selectively unable to recall key details when the questioning turned to him.

It appeared to be Bo's last-ditch effort to repair the damage the scandal wrought on the clean, populist image he had so carefully cultivated for years ??and might have caught by surprise prosecutors who were armed with the confessions and other evidence.

"Today's society faces acute contradictions, and people tend to involuntarily sympathize with those who are being attacked by the authorities, so he's been able to portray himself as a victim, as a defeated hero," said Zhang Lifan, a Chinese historian and political analyst.

Courtroom revelations have painted a colorful picture of how Bo's alleged misconduct enriched his family. He's accused of providing political favors to a businessman, Xu Ming, in return for having him at his family's beck and call. According to Bo's wife, Xu gave the family expensive gifts that included a villa in France and international airfare to three continents. Bo is also accused of funneling $800,000 in government funds from a secret project.

Bo threw his wife, Gu Kailai, under the bus for much of the corruption charges and even some aspects of the abuse of power allegation. Calling her "crazy" after she testified against him, he said he could not be held responsible for crimes she committed without his knowledge. But Chinese officialdom is familiar with the strategy of spreading out an officeholder's illicit assets and wealth among relatives and trusted friends, so Bo's defense is unlikely to convince the public, said Ding, the Chinese politics expert.

The trial laid out how Gu hatched a complicated plan with the help of two foreigners to hide the family's ownership of the French villa, worth millions, and set up a chain of associates through which government funds could be embezzled discreetly.

"It was the first time such a high-ranking family has put down the operation step by step," Ding said. "This case has taught us so much about the dynamics and mechanisms in most Chinese corruption cases."

Testimony also revealed how one of the foreigners, Neil Heywood, demanded more money by threatening the safety of Bo's son and to expose the family. Gu later killed him and received a suspended death sentence for the murder.

The court also heard evidence over the weekend about the events surrounding the attempted US defection bid by Wang, the police chief, in February 2012, an incident that blew the scandal into the open. Wang said he fled to the consulate fearing for his safety after he told Bo that the politician's wife had murdered a British associate.

Bo told the court that he reacted angrily to Wang's report, slapping him in the face and smashing a cup in fury because he initially thought Wang was framing his wife for the crime. "I thought he was being duplicitous. I have zero tolerance for duplicity," Bo said. "I slapped him in the face."

Wang, who testified Saturday, said the violent confrontation with Bo, his subsequent removal as police chief and the disappearance of his subordinates who were investigating the murder spurred him to flee to American officials. He said Bo did not slap him as much as punch him hard, causing his mouth to bleed.

"It was dangerous at the time," Wang told the court. "I was subject to violence, and my staff working closely with me and those working on the case disappeared."

Wang said he believed Bo had ordered an investigation into the police officers involved in the murder case to try to shield his wife ??which Bo denied.

ConsumerWatch: California?s Paint Recycling Program Takes Off

SAN FRANCISCO (CBS SF) ? Getting rid of old paint and other coatings, like stains, shellacs, and primers, is getting easier.

More than 400 paint stores across California now accept paints and other items that residents used to have to haul off to their local hazardous waste drop-off locations. The program, called Paint Care, is funded with fees tacked onto every paint purchase.

Most of what?s collected gets recycled, said Paint Care California Program Manager Caitlyn Sanders.??Very, very little ends up being disposed of,? said Sanders. ?The only things that might go into the landfill are a little bit of dried latex paint.?

Sanders said old paint is reblended, retinted and sold as recycled content paint. Oil-based products can be made into fuel.

Even paint that?s too old or chunky can be made into something else. ?There?s a company in Southern California that makes artificial landscaping rocks,? said Sanders. ?Other companies are blending it with cement or asphalt to make flexible roadbases.?

Another aim of the program, which kicked off in October 2012, is to keep paint and other home improvement products from being dumped in landfills of poured down drains. Both practices are illegal.

It?s estimated 10% of all paint purchased in the U.S. every year goes unused. ?It?s hard to buy the exact amount of paint,? Sanders said. The Paint Care program also helps individuals better calculate the right amount of paint to purchase, to minimize leftovers.

Connecticut fell behind 11-6 heading to the fifth inning after Favela?s home run keyed a three-run Mexico rally in the fourth.

Undaunted as they had been the entire tournament, the New England champions promptly scored five runs in the top of the fifth to tie it, with Azadian hitting a three-run homer and Stone following with his homer.

?They don?t give up,? said Rogers, who didn?t know how he would adjust once he returned home. ?Sure, we would have liked to have won, but the way they battled, we?re feeling good.?

The game ended an emotion-packed week for both teams, but they put on a real show in their final act.

?All the people in Tijuana should be proud,? Mexico manager Francisco Fimbres said. ?This is the first time for the league here at the World Series. I?m very proud of my kids.?

And why not.

Mexico overcame two losses to Japan and finished third in the world.

?It?s exciting because a lot of teams in the world wish they could be here,? Martin Gonzalez said. ?Third place for us is pretty amazing.?

Mexico won this one with four runs in the bottom of the fifth, keyed by Artalejo?s three-run homer. It was just enough because Knight hit a three-run shot with two outs in the top of the sixth.

Fimbres had to play the role of father before the game as Montes began crying during warm-ups, his base-running blunder against Japan on Saturday too hard to forget.

?Yesterday, he was very sad,? Fimbres said. ?It?s a hard thing to come back from. It?s hard for him to come back that fast, but he?s doing better now. Yesterday, he felt guilty, but he bounced back. He?s one of the greatest players that we saw.?

Montes slammed his fifth homer of the World Series, a drive that easily carried the center-field wall in the second inning against Connecticut. He?s the fifth player in Little League World Series history to hit five home runs. The record is seven, set in 1996 by Chin-Hsiung Hsieh of Taiwan.

Both teams departed Lamade Stadium with memories that surely will last a lifetime.

Torched for 10 runs in an inning by Sammamish, Wash., on Friday, Connecticut rallied with seven runs an inning later, tying it at 13 on Knight?s home run. Max Popken, Ricky Offenberg, Alex Reiner, and Tatin Llamas also homered in a riveting 14-13 victory, won by Knight with a single in the seventh inning.

The Connecticut players can only imagine what might have been ? they had a chance to beat eventual U.S. champion Chula Vista, Calif., on Wednesday night and failed.

Brown hit a three-run homer for Westport, and the Northeast champions seemed headed for a big victory. But California?s Nick Mora hit his second homer of the game to make it 3-2 with one out in the top of the sixth and Chula Vista tied it when Reiner threw a wild pitch with the bases loaded. Chula Vista won 6-3 on Grant Holman?s three-run homer in the ninth inning.

There?s a parade back home in Connecticut on Monday and school beckons on Tuesday.

Time to move on.

?It?ll be hard. It?ll be a little rocky, but we?ll figure it out,? Rogers said. ?I knew that we were a good team and had a chance to have a good summer. To get here to compete, that?s amazing.?

Mexico had its moments, too, beating its first two opponents handily with a barrage of home runs. But Tijuana couldn?t overcome the efficient Tokyo team, losing 5-2 on Wednesday and 3-2 in the heart-wrenching international championship game on Saturday.

With the score tied at 2, Montes had led off the bottom of the fifth for Mexico with a double down the left-field line and was at third with one out when Favela hit a high fly to deep center. Montes took a few steps toward home, stopped, and didn?t have time to go back and tag up. He was stranded at third when Brandon Meza struck out.

When Takuma Gomi led off the top of the sixth inning with a game-winning home run, Tijuana, too, was left to wonder what might have been.

Elizabeth Olsen in Negotiations to Play Scarlet Witch in Marvel's 'Avengers: Age of Ultron'

LOS ANGELES (TheWrap.com) - In the wake of "Martha Marcy May Marlene" and the recently-wrapped "Godzilla," Elizabeth Olsen is looking to continue her blockbuster-indie balancing act, as she's nearing a deal to join Joss Whedon's "The Avengers: Age of Ultron," an individual familiar with the Marvel sequel has told TheWrap.

If negotiations lead to a deal, Olsen would play the Scarlet Witch, one of two new characters being introduced in the sequel along with her brother Quicksilver, whom Aaron Taylor-Johnson ("Kick-Ass") is in negotiations to play, as first reported by TheWrap.

Olsen's potential casting was first reported by Bleeding Cool, which noted that she was offered the role after Whedon's first choice, Saoirse Ronan, passed.

The Scarlet Witch is the daughter of "X-Men" villain Magneto, though that relationship will be tough to allude to in "Avengers," as 20th Century Fox owns the rights to the X-Men franchise. The character has several superpowers, including ability to reshape reality. She does wear a cape and cowl, though her red tights aren't expected to make it from the comicbook to the bigscreen. Olsen would also be expected to don an English accent, according to one insider.

This isn't the first time Olsen has been linked to a superhero movie, as she has also been rumored for the role of Sue Storm in Fox's "Fantastic Four." A deal for "Avengers" is expected to take her out of contention for the female lead in Josh Trank's upcoming reboot, which is still searching for its titular quartet.

Olsen next stars opposite Josh Brolin in Spike Lee's "Oldboy" remake, as well as the Sundance movie "Kill Your Darlings." In addition to Legendary's "Godzilla," which also stars Taylor-Johnson, she has "Very Good Girls" and "Therese" on the horizon.

Olsen is repped by the Gersh Agency, Brillstein Entertainment Partners and attorney David Weber. Her publicists did not respond to TheWrap's request for comment.

Apple said to be negotiating with content providers for possible TV delivery service

It appears that Apple may currently be in negotiations with several content providers for a new TV delivery service, one that would go around cable companies to provide content directly to customers. Negotiations with cable providers seem to be at a stand-still, Apple is looking at other avenues to expand its presence in the living room. Apple's new strategy would see content delivered from apps, according to Quartz:

Apple is negotiating with production studios and networks to provide content for a television set that would emphasize apps over cable TV, according to people familiar with those discussions. Among the companies that have talked to Apple are Disney?s ESPN, Time Warner?s HBO, and Viacom, which owns MTV Networks, Nickelodeon, and Comedy Central.

A pay-TV service from Apple would likely compete with similar offerings from Intel, Sony, and Google, who are pursuing a similar strategy of content delivery. However, reports suggest that a key part of Apple's strategy would be the long-rumored Apple television. Apple wants to control as much of the TV-watching experience as is possible, so moving from a box plugged into your TV to the TV itself would make it easier for them to steer users towards Apple content, rather than switching to another device plugged into the set.

The cable companies are a major obstacle to Apple's plans right now. They have so far prevented individual networks from making their own deals with Apple, and have also not yet reached deals of their own to put their lineups on Apple devices. But that's the plan that Apple's hoping to stick to, letting cable customers get their content directly through an Apple device, be it a TV set or perhaps a newer version of the current Apple TV. It's been rumored for a while that Apple and Time Warner Cable are close to a deal on such a system, with TWC customers accessing cable content through an app on the current Apple TV.

Insight: In Fukushima end-game, radiated water has nowhere to go

TOKYO (Reuters) - In the weeks after the Fukushima nuclear plant was destroyed by a triple meltdown in March 2011, the plant's owner turned to three of Japan's largest construction companies for a quick fix to store radiated water that was pooling in the disaster zone.

The result was a rush order for steel tanks supplied by Taisei Corp, Shimizu Corp and Hazama Ando that were relatively cheap and could be put together quickly, according to the utility and three people involved in the project.

The tanks, which stand as tall as a three-storey building, were shipped in pieces and bolted together as makeshift repository for the cascade of water being pumped through the reactors of Fukushima every day to keep fuel in the melted cores from overheating.

The bolted tanks were sealed with resin and designed to last until about 2016 - long enough to buy time for Tokyo Electric Power, or Tepco, to work out a more permanent solution. But at least one of the tanks has already failed, leaking 300 tons of highly radioactive water that may have seeped into a drainage ditch and into the Pacific Ocean.

The discovery of the leak - which Tepco said on Friday was the fifth from the same type of tank - prompted Japan's first declaration of a nuclear incident since a 9.0 magnitude earthquake and tsunami triggered reactor meltdowns and hydrogen explosions that spewed radiation around Fukushima in 2011.

It has also focused attention on the uncomfortable end-game for the radiated water collecting at Fukushima.

Some 330,000 tons of contaminated water - enough to fill more than 130 Olympic swimming pools - has been pumped into storage pits and above-ground tanks at the crippled facility.

The sheer scale of the build-up has prompted some experts and officials to warn that in order to focus on containing the most toxic waste, less contaminated water will have to be dumped into the sea.

"Think about it in simple terms. If you don't release the water, there's nowhere to store it. So we also think it may have to be released," said Shinichi Nakayama, deputy director of the Nuclear Safety Research Center at the Japan Atomic Energy Agency and a member of a regulatory panel on Fukushima's problems.

Before the latest leak, Toshimitsu Motegi, Japan's minister of trade and industry, and Shunichi Tanaka, the top nuclear regulator, both indicated support for releasing water with low levels of radiation from Fukushima. No one has given any timeframe for such a move.

NOT BUILT TO LAST

Officials say the immediate priority is to figure out why the bolted storage tank failed less than two years since it was installed. They are also looking at adjusting plans for the more than 400,000 tons of additional water storage Tepco plans to build by 2016.

When Tepco commissioned the first bolted tanks the advantage was the relative speed with which contractors could finish the job just a few hundred meters from the wrecked reactor building. "These could be quickly built," said Masayuki Ono, a manager at Topco's nuclear division.

Tepco spokeswoman Mayumi Yoshida said a joint venture of Taisei, Shimzu and Hazama Ando won the first contract to build storage tanks at Fukushima in April 2011. She declined to say whether the contractors built the tank that began to leak. Tepco has not identified the cause of the leak, and has consistently declined to give details on the value of contracts it has awarded or winning bidders, citing a need to protect "corporate secrets". The Fukushima decommissioning is projected to cost at least $11 billion and take at least 30 years to complete.

Taisei, which built the structure around Japan's newest reactor at Tomari in Hokkaido in 2009, was heavily involved in the construction of the Fukushima tanks, according to three people involved, who asked not to be named. Workers and engineers at Fukushima have been put on an "emergency" footing to work on the storage tanks this week, they said.

Shimizu, which also has experience in building nuclear plants in Japan, had technology needed to build the bolted tanks and brought in experts, one of the sources said.

Taisei said it could not comment on individual client projects. Shimizu and Hazama Ando declined to comment.

There are 350 of the bolted-style tanks in place at Fukushima, and another 710 welded tanks, a more expensive design that takes longer to assemble. Nuclear Regulation Authority Commissioner Toyoshi Fuketa said on Friday that regulators also needed to examine the environmental risks posed by any failures of those tanks, especially in cases where they have been lined up directly on the ground rather than a concrete foundation.

Tepco plans to more than double the current storage capacity by 2016, but doesn't have a plan beyond that point. The math is daunting. The utility has to find space for an additional 400 tons of radioactive water each day because of the need to keep the reactors cool for the next seven years.

CONTROVERSIAL

A radiation filtering machine known as ALPS was supplied by Toshiba Corp to scrub the water clean of most radioactive elements, including cesium and strontium. The system, which remains in testing and under review by nuclear regulators, would leave treated water with tritium, a radioactive element typically discharged in the coolant water of reactors and considered one of the least dangerous radioactive elements.

Japanese officials have indicated support for releasing water containing tritium into the sea to make room to store more dangerous radioactive materials. But that seems certain to be controversial at a time when Japanese utilities are applying to restart nuclear stations that have been idled and Prime Minister Shinzo Abe is on a drive to sell nuclear technology to countries like India and Vietnam.

The World Nuclear Association, an international organization that promotes nuclear power, endorses a limited discharge at Fukushima. "Tepco has been prevented from discharging any treated water due to political opposition," the organization said in response to questions from Reuters. "Permitting sea release of treated water would alleviate the much larger problem of a demand for massive volumes of water storage."

Tepco's already shaky credibility with regulators and the Japanese public has been further damaged by recent events.

After months of denials, Tepco admitted in July that radioactive groundwater is reaching the sea. The government estimates 300 tons of radiated water are leaking every day.

Kajima Corp, a construction and civil engineering company, has proposed freezing the ground around the Fukushima reactor to create a 1.4-kilometer ring of frozen earth intended to stop groundwater from seeping into the wrecked reactor buildings. Contractors will prepare a report assessing the feasibility of that project by December.

Yuzo Onishi, a Kansai University professor who heads the government panel that endorsed the strategy in May, said it was the only option to block water in a tight space without cutting through tangled piping underneath the plant buildings.

"The opinion among the groundwater specialists is that Tepco has no idea what it's doing," he said. "We have asked them to bring in specialists on the ground."

Seawater sampling beyond the port surrounding the plant has not yet shown a rise in cesium or strontium levels, suggesting the contamination remains contained. But that has not relieved pressure on the local fishing industry, which has had to scrap plans to resume test fishing next month because of the recent leaks at the plant.

After months of discussion, a union representing Fukushima fishermen has moved closer to endorsing a Tepco plan to divert water away from the reactor complex and pump it directly into the sea. But the industry remains staunchly against any attempt by the utility to dump radiated water into the Pacific.

"We have to go back to the drawing board to figure out what to do next. Right now we can't see the future. There is so much uncertainty," said Takayuki Yanai, a trustee of a local fishing union.

Well, this is rather peculiar. The Nasdaq stock market -- the entire Nasdaq, which lists major tech firms such as Apple and Facebook -- has temporarily suspended all trading due to a technical issue. The exchange sent an alert to traders at 12:14PM ET today announcing that it was halting all trading "until further notice," according to a New York Times report. Reuters is reporting that Nasdaq will reopen trading soon, but with a 5-minute quote period. The market will not be canceling open orders, however, so firms that don't want their orders processed once everything's up and running should cancel their orders manually now. It's not entirely clear what caused the issue, or how and when it will be resolved, but you better believe it's causing some commotion on Wall Street, and could impact traders for days and months to come.

Update (2:28PM ET): CNBC and the Wall Street Journal are reporting that Nasdaq will resume limited trading beginning at 2:45PM ET.

Update (2:32PM ET): CNBC is now reporting that trading will resume with just two securities at 2:45PM ET. Full trading will begin at 3:10PM ET.

Update (3:28PM ET): It appears that trading has resumed as of 3:25PM ET.

Mothballed telescope gets new life as asteroid hunter

CAPE CANAVERAL, Florida (Reuters) - NASA will reactivate a mothballed infrared space telescope for a three-year mission to search for potentially dangerous asteroids on a collision course with Earth, officials said on Wednesday.

The Wide-field Infrared Survey Explorer, or WISE, telescope also will hunt for targets for a future mission to send a robotic spacecraft to rendezvous with a small asteroid and relocate all or part of it into a high orbit around the moon.

Astronauts would then visit the relocated asteroid during a test flight of NASA's deep-space Orion capsule, scheduled for launch around 2021. Orion and a heavy-lift rocket called the Space Launch System are slated for an unmanned debut test flight in 2017.

NASA is spending about $3 billion a year for Orion and Space Launch System development.

Launched in December 2009, the WISE telescope spent 13 months scouting for telltale infrared signs of asteroids, stars, distant galaxies and other celestial objects, especially those too dim to radiate in visible light.

As part of its all-sky mapping mission, WISE observed more than 34,000 asteroids in the main asteroid belt between Mars and Jupiter and another 135 asteroids in orbits that come close to Earth.

Overall, scientists cataloged more than 560 million objects with WISE.

Most of the telescope's instruments were turned off when its primary mission was completed in February 2011.

NASA plans to bring WISE out of hibernation next month and operate it for another three years, at a cost of about $5 million per year, said NASA spokesman Dwayne Brown.

"After a quick checkout, we're going to hit the ground running," WISE astronomer Amy Mainzer, with NASA's Jet Propulsion Laboratory in Pasadena, California, said in a statement.

NASA already has found about 95 percent of the near-Earth asteroids that are .62 miles or larger in diameter.

The agency is about halfway through a 15-year effort to find 90 percent of all near-Earth objects that are as small as about 459 feet in diameter.

The search took on a note of urgency after a small asteroid blasted through the skies above Chelyabinsk, Russia, in February 2013 and exploded with 20- to 30 times the force of the Hiroshima atomic bomb. More than 1,500 people were injured by flying glass and debris.

Later that same day, a much larger but unrelated asteroid soared closer to Earth than the networks of communication satellites that ring the planet.

The events prompted Congressional hearings and new calls for NASA and other agencies to step up their asteroid detection initiatives.

The Obama administration proposes to double NASA's $20 million Near-Earth Objects detection programs for the 2014 fiscal year beginning October 1.

About 66 million years ago, an object 6 miles in diameter smashed into what is now the Yucatan Peninsula in Mexico, leading to the demise of the dinosaurs, as well as most plant and animal life on Earth.

Watch: Obama to address college costs

President Barack Obama will unveil his plan to tackle the skyrocketing costs of college by tying billions of dollars in federal student aid to how well colleges rank on affordability and other measures at a speech at the University of Buffalo Thursday morning.

The rise in college costs has far outpaced growth in middle class wages, especially at public four-year universities, where costs have gone up 250 percent in the past 30 years, according to the College Board. Obama?s plan, which would require authorization from a deeply divided Congress, would tie $150 billion each year in federal student aid to a ratings system the Department of Education will develop by 2015.

Colleges that are more affordable, serve more students from poorer backgrounds and have high graduation rates, among other factors, will be rated higher. Students who go to highly rated colleges would receive more funding in Pell Grants than those who choose to attend schools that are not doing as well. Also, in a change from the status quo, colleges would not receive the full amount of a Pell Grant for a student who drops out.

White House officials told reporters they envision the plan going into effect by 2018. If Congress balks on the aid part of the plan, the White House plans to make the rating system public anyway. ?While Congress has to act to make that happen we think simply providing the information can have an impact in the short term,? said White House domestic policy council director Cecilia Mu?oz. Mu?oz added that she didn?t believe the idea of keeping down college costs was a ?partisan? issue, and noted that Republican governors have supported similar ideas to the president?s plan.

The Education Department already has an interactive ?college scorecard? that ranks colleges on graduate rate and affordability .

College financial aid was a partisan issue in the 2012 election , as both Mitt Romney and Obama tried to court younger voters burdened by student debt.

The?ALMA radio telescope,?a joint project between North America, Europe and Asia, recorded the star birth images. They show the nascent star about 1,400 light-years from Earth unleashing material at nearly 84,477 mph (144,000 km/h), which then crashes into surrounding gas, causing it to glow.

The glowing object spawned by the newborn star is what scientists call a Herbig-Haro object. European Southern Observatory officials used the new views to create a?video tour of new star birth images. [See ALMA's photos of the baby star and Herbig-Haro object]

These new, detailed images showed that the material is streaking out of the star at about 40 kilometers per second (nearly 25 miles per second), which is about four times faster than any previous observation of carbon monoxide jets, scientists said. The discovery may help researchers understand the complex processes stars undergo during their birth.

"The sun?is a star, so if we want to understand how our solar system was created, we need to understand how stars are formed," H?ctor Arce, the lead author of the study appearing in the Astrophysical Journal on Aug. 20, said in a statement.

The new image of Herbig-Haro 46/47 (HH 46/47) produced by the ALMA telescope, its name is short for Atacama Large Millimeter/submillimeter Array, reveals two jets of material streaming away from the newborn star, one of which was never detected before.

One jet appears on the left side of the photo in pink and purple streaming partially toward Earth, while the orange and green jet on the right-hand-side show a jet pointed away from Earth.

"This system is similar to most isolated low mass stars during their formation and birth," Diego Mardones, a co-author of the study detailing the stellar findings said in a statement. "But it is also unusual because the outflow impacts the cloud directly on one side of the young star and escapes out of the cloud on the other. ALMA's sensitive instruments?took five hours to get these results. Earlier photos taken with other telescopes did not catch the second (orange and green) jet stream because dust surrounding the star obscured their views.

"ALMA's exquisite sensitivity allows the detection of previously unseen features in this source, like this very fast outflow," Arce said. "It also seems to be a textbook example of a simple model where the molecular outflow is generated by a wide-angle wind from the young star."

The $1.3 billion ALMA radio telescope is an array of 66 of individual radio telescopes that create one of the most powerful telescopes ever built. Each dish is up to 40 feet wide (12 meters) and can weigh 115 tons. The combined effort of the telescopes allows scientists to see celestial sights invisible in optical light because they are masked by gas and dust.

South Africa's Shoprite says to add 171 new stores by June 2014

JOHANNESBURG (Reuters) - Shoprite Holdings, Africa's largest retailer, said on Tuesday it plans to open 171 new stores by June 2014, including 47 outside its home market.

Shoprite, which currently operates 153 supermarkets in 16 countries outside of South Africa, made the statement in a document handed out at its full-year earnings news conference.
